Neighbours complained to council about fence when sale of house nearly complete

I always used to assume that a rear or side fence was a maximum of 2 metres from the highest point of ground. If neighbours garden is raised it can be no higher than 2 m from their side.labrajaws said:

Example:
If there was a retaining wall and neighbours garden was raised by 1m then if Op put a 2m fence up it would only be 1m high on neighbours side?
But then when others have asked the question re heights, the answer is always from original ground level?
So to me no sense, but what is these days? LOL. So 2m from OPs side/ground level.
So as others suggest take the trellis off. Less hassle.
