Plumber lied about qualifications

Hi,
We bought our house last year with unvented (gravity-fed) water system.
A couple of months ago, we had our hot water cylinder replaced with an electric one and the system is now unvented.
The plumber assured me he had all the necessary qualifications and I did not bother to check - a mistake I will never be making again.
Well, two months in, the hot water cylinder is currently not working. The plumber is not responding to me and I am unable to contact him. I have only just realised they I still haven't received the completion certificate and the plumber did not complete any of the form he should have done.
Can anyone please advise on how to make the cylinder compliant? Can I get a competent person to come and check if this was installed correctly and then notify the council?

    You still don't know if he was qualified or not, just that he was lazy.
    You can get somebody else to have a look and take it from there.

    Do you not have a manufactures warranty? As a Gas engineer when I finish the benchmark and leave the boiler safe and working thats the last I will see it, the manufacture has the pleasure of fixing them when they break down.

    It was obviously working for 2 months so it could be just one of those things, thats what warranties are for, it may be your biggest mistake was not getting a warranty.

    The HWC comes with 25 year warranty.
    I actually worked out what it was - the fuse has blown and needed to be replaced.
    I will still try and get someone to have a look and see if I can get a completion certificate.

    That all depends on:
    A/ who initially purchased the boiler, you or your customer and
    B/ exactly what the fault is and when it occurred.

    If you purchased the boiler and charged your customer for it, then depending on when the fault occurs, that customer has every legal right to insist that you either carry out the repair or arrange for someone else to do it.
