How do I repot and care for a bamboo plant

I bought a fargesia rufa bamboo plant and the stems looks yellow and the roots are coming out the bottom of the 9cm pot so I want to repot it to a larger pot but what size pot should I use and should I remove all the old soil from the roots before repotting and should I mix fertiliser in with the new soil.

Bamboo is as tough as old boots and will live pretty much anywhere; no need to give it any special treatment re: roots and soil, one thing though - the bamboo rhizomes are very, very, vigorous growers and this plant will want to invade.
Buy a big pot, and i mean properly big - up to 60cm wide and at least that depth (you won't find these in the local garden centre) google searches bring up lots of suppliers.
If you buy smaller sizes you'll be repotting it and dividing it every year.
Don't for gods sake put it in the open ground !

No, don't remove the old soil from the roots. You soak it in the old pot, tease out a few roots and just pot it into some John Inns No3 compost which is coarse and will hold it tight from the winds. You might want to add moisture retentive granuals but it's not essential.The size of pot in theory should be an inch or so bigger all around than the last one but that will, as said, mean you will need to pot it again. I have got away with straight into large pots for some plants.Remember to put some crock or stone in the bottom of the pot for drainage and to stop the compost leaking out.
