Underfloor heating

Hello all,
I haven’t received a definite quote for the electric underfloor heating yet but talking to the fitter bathroom fitter today he suggested that to have underfloor heating that heated the tiles only would be maybe £200-300, but if I wanted the UFH to heat the room also then it would be £300-400 additionally. My query is more that I thought ALL UFH heated the whole room and not just the tiles, and if I am wrong about that, why would laying UFH that heated the whole room cost significantly more to install than installing UFH that heated just the tiles. I can’t find online any distinction between UFH for the tiles only and UFH for the room. For what it’s worth the en suite is only about 2m x 2m and of that the floor space is smaller if you discount the shower, toilet and basin.

I guess your fitter might be trying to say that if ufh is primary heating source in the room then the power and heat generated by the cable has to be greater than if there's, let's say, a radiator and ufh is a secondary source. In the first case you need more cable as it will be laid at a smaller distance between rows, hence the cost will be higher.
