Airport Taxes & Charges Refund

Dear All,
I beleive it is unfair and misleading of (especially low cost) airlines to hide increased fare costs under the banner of taxes & charges. What is even worse is that airlines charge an administration fee - generally equal to or greater than the amount of taxes and charges if the worst happens and you need to cancel your flight. Airlines are are required by law to refund taxes and charges if a passenger doesn't travel, the airline industry shouldn't be allowed to get away with just pocketing the money.
Are there are consumer groups (Which?) doing anything about this?
If so, how can I join/assist, if not perhaps we should be lobbying for a 'flat' administration fee or none at all. This at least would encourage airlines to stick to the charging the genuine cost of airport secuirty and departure tax etc etc. instead of sneaking in 'fuel surcharges' (especially when most airlines hedge against increased fuel costs)
Those with experience in lobbying (Martin ?) please share your thoughts on how we can do something about this.
