Deceased transfer personal number plate

Hi,
I'm being gifted a personal number plate which belonged to my dad who recently passed away. It is currently assigned to his car which will be sold soon and we want to put it on my car.

Do we need to fill in V317 Option A (take off and put straight onto a different vehicle) with details of the person making the application as the executor?

Also says, about the V5C (presumably) fill in section 2 if you have a new style log book or section 6 for the older style log book. Why do we need to do this? I will not be the new keeper of my dads car? or is this supposed to be my own V5C we include?

It says we need to include a certified copy of the death certificate and a 'copy of the will' (presumably does not need to be certified)? Presumably we need to include a covering letter from the executor with details of the circumstances and enclose a cheque for £80 payable to 'DVLA Swansea'.

If anyone could help with this please, would be very grateful.
