PPI charges

Hi At the end of the claim period for PPI I used Allay to check if I was entitled to compensation. Last week I received a letter regarding my complaint against AXA France ISRD and AXA France VIE (I’m not aware of using any of these companies). I was advised.that AXA had not investigated the complaint but had taken a “holistic” approach and paid me £13.06 . Today I received an email from PPAllay requesting payment for their efforts. The payment was set at 24% or £240 if less than £1000. Am I legally obliged to pay £240 ?
