    E-mail is the fastest way, you don't have time for snail mail.

    Email to the local court. Don't send to the ccbc.

    your court order should tell you , or the website for the court involved, the bigger ones usually accept email, but only your paperwork tells you for sure, if it doesnt and its a court like manchester then the website clarifies it (so as mentioned above, do not send to the CCBC)

    ideally you email your bundle (not just the WS but also exhibits and summary costs assessment) but the usual practice is to hand deliver to the court by handing in your bundle, email it to the claimant if allowed, othewrwise its post , or both

    Surely the Order says what to do, and it will be by email?  You also need to append your evidence, such as an excerpt from the BPa CoP about grace periods and some pics of the signs being pants.  Also who is to say the extra minutes weren't just spent in the petrol station (not parked)?
