Why not let the OP make his own enquiries to his own council? What you or I think does not really matter.
A local shooting club was reported for noise a couple could hear sitting out in their garden. Environmental Health came out several times to investigate and advise on measures to take to reduce the noise.
These people lived some distance away and people nearer were not disturbed by the noise but it was still investigated.1 -
