You have to hope that you can register him in time to get a passport, or look to possibly claiming on your travel insurance. If the flight operates, then you won't be entitled to a refund, as there s nothing to prevent you yourself travelling (in theory).
No free lunch, and no free laptop ;)
  • I think Registry offices have or are reopening so check your local one.   They will make an appointment for you to register and will be prioritising by date of birth.   Then same day you get certificate, apply for baby's passport.   Of course, you may not be going anywhere but you don't want to risk losing out because you haven't got one do you?

    extract from gov.uk:
It is taking longer than the usual 3 weeks to process applications because of coronavirus (COVID-19). Do not apply unless you need a passport urgently for compassionate reasons, for example if a family member has died, or for government business. Phone the Passport Adviceline to find out what to do.

You have to hope that Register Offices open soon. There'll be a backlog and they probably won't be processing the usual number of applications. There will be deaths for them to register too. No idea if they will prioritise those over births.

Be prepared - have the photo and documents all ready to go once you get your baby's birth certificate.

I think if i were in your circumstances, I would be hoping that the tour operator cancels the holiday so you can get a refund.

I wouldn't be very hopeful that I'd get the birth certificate and passport back in the 6 weeks timescale that you have.

But there's nothing wrong with being optimistic.
