I use one of these - makes perfect tea every time. Expensive at £200, but can be programmed to make the tea for a given time, very adjustable, and the tea can't stew because the leaves are removed once it's made:

China teapot, 2 good spoons of leaf tea, boiling water and brew 5 minutes. Milk in first and a mug! followed by another one in quick succession. Take twice a day as prescribed and life is much better afterwards.1

The reason they used to put milk in the teacup first was because they used to use delicate bone china teacups. The milk went in first to reduce the risk of the teacup / the glaze cracking when the hot tea was added. So as the middle and lower classes started emulating what the aristocracy/upper classes were doing they followed the same rountine without question even though it wasnt necessary as they were more likely to be using porcelain or even earthenware cups/mugs.
