i have what is called a complex meter and has 2 MPANS. 
I am currently with bulb, and unexpectedly got the following email from them
We noticed we’ve been taking payments incorrectly for your standing charge, which means you’ve overpaid. We’ve fixed this problem now and updated your tariff details, as of 28th May, so it won't happen again. We’re sorry for the mix up.
We’re crediting your account with £16.36, which is the amount you’ve overpaid.
This happened because we incorrectly interpreted a rule from Ofgem, the energy regulator. The rule was part of the Electricity Supplier Licence, which every energy supplier has to follow.
Most of our members only have one meter, and one Meter Point Administration Number (MPAN) associated with that meter. But your property has multiple MPANs. Instead of charging you for one, we were charging you for each one individually.
We're currently talking with Ofgem about this issue and will get back to you in the next few weeks about compensation for the mix up. But we wanted to refund the amount you’ve overpaid as soon as possible.

does anyone know what the rule is of the Electric Supplier Licence for what they have mentioned?
My former supplier did charge me for 2, so before going back to them, i would like to be specific

    As far as I can see the relevant section of the Standard Licencing Conditions is probably 22G where if the supplier is confounded and confused (much like a lot of customers) he can go back to the "authority" for clarifications which I assume that Bulb have done.

    It would have been useful if they'd had defined the precise condition or rulings that apply so others could take advantage and go and beat their own suppliers with it. Perhaps you could ask them to clarify the relevant condition and detail and then you let us all know.

  • Are you on a single rate tariff? Restricted meters order 2016 says that if you have a dual MPAN meter (or "restricted metering infrastructure" generally), suppliers can't charge you extra for a single-rate tariff because of it. I've run in to problems with this in the past.

    Former customers of Bulb who have been affected will be refunded 'in due course'; I've taken the matter to my current supplier - Green - and it's being passed up to management.

    Yes, i am on a single rate tariff.
    The 2nd MPAN is for the storage heaters - i have not used them in almost 3 years.
    when i first moved in (rented) the energy supplier didn't charge for the 2nd standing order, I then changed, and nor did they. after that, companies did (even though they were single rate tariffs
