Tree surgeon. Has he butchered my willow

hi i got a tree surgeon in to trim and prune my willow whilst also stopping it encroaching my neighbours gardens. This is a before and after shot. Am I right in thinking they've done a terrible job. Also where do I stand as a consumer.
