Inheritance rules in France for British Expats

I live in France with my husband. We have two children between us and one child I had before I was married. We can leave equal shares to each of our three children, but if I die first everything goes to my husband and when he dies although everything is split equally between each of the three children, my daughter who is not the biological child of my husband will require to pay french inheritance tax and lose forty percent, even although she has been brought up since age four by my husband. How can I set things up so that she can inherit the same amount as her brother and sister?
