Portugal hotel refund

I booked a holiday in Portugal for early April 2020. My flights were cancelled and Easyjet have refunded me. However my travel agent says my hotel won’t refund me - they were closed when I was supposed to be staying there. My agent has advised me to claim through my travel insurance. I am covered by my policy but my excess is high so I won’t get much back. I paid for the hotel using my credit card. Can I claim a charge back?? Any advice much appreciated!!

Have a look at your ATOL cert that you should have got with your holiday,  what does it say on the bottom right,  will say something like Package sale,  package single contract, package multi- contract.
