Malaysian Airlines - complaints

Does anybody know who I can escalate a complaint to with Malaysian Airlines and who they are regulated by?

The complaint is regards to service pre-flight. I submitted a claim just asking if they would look in to re-imbursing my phone bill due to the length of time I was on hold with them. They came back with an investigation which was complete rubbish. I provided my phone my phone log to them and then they have not got back to me since which is 7 weeks ago now. I was provided with a UK contact and even in the account they have been furloughed (which I would completely understand) there's no out of office.
