Tui Rebooking Incentive

After some advice as I've had different answers from the Tui/First choice customer service team. 

We had an holiday booked for the 7th June 2020, but due to the Coronavirus outbreak we rebooked the holiday in March to a new holiday in September. (Before the rebooking incentive was announced).
I phoned customer services yesterday and was told that I am entitled to the 20% discount. 

Today I phone and was told I am not entitled to it as I rebooked before the incentive was announced and that I "should have just waited" just wondering if I am  actually entitled to it or not.
