Hi. Is The small business grant supposed to be used just for expenditure, or can employers take it or some of it as salary?

The eligibility for the Small Business Grant (I assume that is what you refer to) is linked to the business having premises that it operates from. That indicates that the primary purpose of the grant is to cover the premises costs while the business has been closed because of the lockdown. Rent, rates, utilities.
The business can claim other support for salary costs, typically SEISS or CJRS.
However, once received I understand the grant funds can be expended in any way the business sees fit through the normal accounting processes that the business follows (different whether a Ltd Co or sole trader). There do not appear to be any specific restrictions.
It would, however, be wrong to receive a grant to cover the rent, then default leaving the landlord in a difficult position having used the grant to pay a bonus to staff.1 -
