Business Rates Relief Scheme

Hi,
Could anyone supply details on the Business rates relief scheme and how it works. As a static caravan owner in Scotland the company who own the site have stated that our general rates a water supply yearly bill for 20/21(normally paid in November, priced around £400) will be waived this year due to the Coronavirus. Will this be subject to me as an owner being liable for double payment for year 21/22 or at the very least be subject to a substantial increase next year??? Any advice would be much appreciated.
