It's only APCOA.  Nothing to worry about.

However she could complain to her line Managers to tell APCOA to cancel it.

That's what most people would do.  And PPCs have been told by the BPA that they are expected to cancel PCNs for frontline keyworkers at hospitals.

She is absolutely devastated to receive various letters,

This is no big deal, these unregulated companies issue millions of these fake invoices (it is nor a fine), a year, tell her to read this

    https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles

and get her MP on board as nine out of ten of these claims are scams.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.N

  • D_P_Dance - thank you.She has had a lot of trauma to deal with in the crisis and was shocked to have been sent so many letters. I suppose their aim is to be as intimidating as possible. Thank you for the link.

Complaints should be made to the head of the hospital trust, union reps, the keeper's MP, and Boris who said about six months ago that he was going to stop this sort of thing. Just ensure the driver is not identified. Refer to the NHS hero as being an occupant of the car, or keeper if it is registered to them.

Local and national press may be interested.
