Removing an obsolete phone line

My house used to have two phone lines but one is not used anymore and is dead. Can I just cut the wire off or do I have to disconnect it. I have traced it back to where it comes out of my wall. The broadband and phone I presume are all in the same cable going into the house then a seperate phone line comes out(dead) and runs round my house to an old socket in the back bedroom. I also have a further cable for my phone and broadband which runs on another cable upstairs

Two master sockets .
You can cut after the master socket but not on the incoming side .
