Can any one clarify if I can move an existing cash ISA taken out some years ago, to a stocks and shares ISA now?

Yes you can. If the cash ISA is in a fixed term account there may be a penalty to exit early

Yes you can. Just get your S&S ISA to transfer-in. It wont affect this years allowance
