Any ideas on how to cover a council fence?

    Could you lift the fence panels in the concrete post grooves by 6 inches then put a 6 inch barge board on top of the concrete ones?
    One possible problem with that.
    If the fence panels are 6 footers and are already on top of concrete base panels, adding 6" barge boards may well take the total height about the 2 metres which would mean that planning permission is required.
    I would think that would be a formality as the council fence is already that high.

    Wouldn't even bother applying for permission - who would complain? We backed onto a council footpath and had 6ft panels on top of 6 inch gravel boards and then put 18 inches of trellis on top.Previously we'd been burgled by blokes climbing over our fenc. Nobody was interested in our high fence and trellis as it had no adverse effect on anybody else. The other side of the footpath had a house with a large conifer hedge that was 15 feet higher than our fence.

    Can you reach down behind the two fences enough to staple gun something like reed screening to the back of your own fence?  If you can, I'd try that.  If it's fixed to your fence, I can't see the council complaining.  If you fix it to the outside, you could save some money by not fitting it down to the ground; you only need enough behind the fence to secure it in place and enough above your fence to hide the council fence.  I'm not sure if you can get half height screening or whether you'd have to cut a full size one in half, but I'd have a go either way!

    How many fence panels do you need to screen from railings? 
     What height are the fence panels and the concrete plynths?

    Looks like one of those slide fence panels . If it's possible you can slide the fence panel off and add in either concrete gravel boards or timber boards and then slide the fence back in . Maybe some work to extend the concrete post with a bit of timber post if the raised fence panels are too loose.
