Childcare & Nursery re-opening

In wales both parents need to be key workers to qualify for hub childcare, both myself & husband are 
when schools & nurseries closed both my children (9 & 2.5) went to hub care for 3 weeks then I was furloughed so removed them
Nursery has since reopened for key workers only with funding available which I haven’t used as still on furlough.
Now nursery is reopening for all hopefully at end of month I’m happy to pay for my daughter to attend while I’m on furlough but if I return to work do I then qualify for the key worker childcare payments or not?

    Is the keyworker childcare payments something only available in Wales? Haven’t heard of them before?
