TUI changing holiday

We have a holiday in Walt Disney world booked for September through TUI which included the dining plan. Disney have announced all dining plans are cancelled.spoke TUI and was told that the call centre were not aware of this but TUI were. We want to cancel and get our deposit back but TUI are refusing. Tried to call another TUI number to complain but got through to a voice message saying the department was closed but should call between 9am and 5:30 Monday through to Saturday although I was calling at 2pm on Tuesday. Any ideas of next action
