PCM UK Parking Charge Notice
I have received a debt collectors letter (I know how you all feel about posting new threads about these but hear me out please) and it has been sent to my previous address. I have received it via royal mail redirect. I have not received any other NTK or any windscreen PCN or any other correspondence on this till now.
For info, my timelines are as follows:
1. I moved home in Feb 2020, had a redirect in place from then.
2. apparently was issued a PCN in March 2020 (no idea where this alleged contravention happened)
3. Updated V5C in April 2020
4. Received Debt Collectors letter in June 2020.
I have read newbies thread etc and just want to understand who I should confirm address for service to? PCM UK or Trace, or both?
Should I view the PCN on PCM website? I genuinely have no idea what I am alleged to have done incorrectly so out of curiosity want to have a look.
Finally, given the fact that I am not able to appeal etc at this stage, should I progress with the SAR to PCM in the interim and hence gather all necessary evidence in the process?

Send it headed up 'Rectification notice - re PCN xxxxxxx - address of keeper of VRN xxxxxxx'.Should I view the PCN on PCM website? I have now seen that it was during a short offloading to a leaseholders premises. I have a right to park at the development but stopped on double yellow lines in order to drop off some Alcohol Gel for the company I work for. It was after 21:00 in the evening.
There was a supermarket delivery van parked in one of their referenced images. I wonder if they were charged too?
To be clear, I have a valid permit or 'right to park' on this site, but that doesn't apply to double yellows obviously.
I'll send the SAR and Rectification notice to both firms today.
As a side note, the privacy policy suggests writing or emailing the DPO direct but fails to reference the email address to do so. *sigh*0 -

The true definition of DYL (on-street in the real world of parking enforcement) is that you can load/unload on them. Especially as in order to make "their" DYL work differently to what can be expected on normal roads, signs would need to be HUGE.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Good morning all,
1. Received a response from PCM and have acknowledged rectification of address. Also responded re SAR as attached. Couple of things to note... No details have been provided within the bundle of them passing my personal information to the debt collection agency. I received in the bundle sent from PCM correspondence from a unrelated person with that persons email address. This in itself is a data breach as I see it... Thoughts on this?
2. I have note heard back from the Debt collection agency regarding my SAR to them. Not quite 1 month yet so all good for now.
3. Should I now just wait or would I now be disputing the PCN to PCM?

I'd email the person whose address was erroneously passed to you, and encourage him/her to make a complaint to the ICO.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
