Shared access owned by one property on the block

Hi, I live in a terrace house. There is a shared access entryway behind the property for the use of all residents. The usual way of these things is that each property owns the section of entryway immediately beyond their garden and is required to maintain it for the shared access of all households. Due to a recent dispute over the tipping of rubbish in the entryway, it appears that one homeowner in the terrace owns the area behind 10 out of the 21 houses served. Does this mean that homeowner is responsible for the maintenance of all the sections under his ownership? TIA

What's written in the title deeds? As that dictates who does what and will vary property to property, never assume anything is the 'usual' way.
Also helps if you say England / Wales / Scotland etc due to different laws.Mortgage started 2020, aiming to clear 31/12/2029.1 -
