What constitutes a package holiday ?

Communicating with TUI is a challenge, so I thought I'd ask the resident help hereabouts.
In February we booked a return flight with TUI to the Canaries for October, with a couple of hotels added to produce the equivalent of a two centre holiday.
TUI were unable to offer transfers on arrival or return, although both hotels are available as regular packaged flight + transfers + accommodation deals.
I was advised that TUI no longer offer transfers outwith full packages.
Question is this - in the event of cancellation by TUI, does this qualify to be considered a genuine package - or as standalone flights with separate hotel bookings ?
The latter having less status when it comes to refunds.
