Unless your contract says otherwise, he can offer to pay in cash alone; it's legal tender. However, you do not have to collect. It is his responsibility to get the cash to you, not vice versa.
Problem is, how do you enforce this? You can go down the route of a letter before action, starting a small claim via moneyclaim online etc. But this will take a long time and I'm not sure what a judge would think about it all - they should rule in your favour but they would probably give you both a good dressing-down about failing to reach a settlement over such a triviality.
There is a chance that a letter before action or a claim form will prompt a better response, but it's up to you whether you want to try that or collect with a witness/bouncer at the next opportunity.

And that we should be avoiding handing paper money to each other, or are all participants here except me located in Guernsey where COVID has apparently ended and we no longer have to worry about killing our neighbours?
Are there any fora or social media where this unsafe reimbursement system can be challenged within the law?
Is he happy for you to bring a housemate to witness the handover in a socially distanced situation?
