PCN on "charge certificate" stage

 Could I get a bit of help with this.

 I had a courtesy car from Enterprise for a few weeks from mid November 2019 due to writing mine off. During that time I was in an area I don’t usually go and did a U turn in a road and went the opposite way – I think the road might have been a one way road, not sure.

 Enterprise charged me for processing a PCN so was expecting a PCN.

 I moved out of my address early Jan and didn’t have much communication with the new owner, I bumped into him in April and he told me he had a few letters for me, one of them was the one dated 17th March 2020 (attached). https://ibb.co/3B706vk

 As this was the first I had seen this PCN (and I want to dispute it due to a lack of signage on the road I was issued a ticket) I wrote back to Havering council advising them of this and to reissue me with the original ticket at my new address so I can dispute this or pay this. (letter I sent them is also attached). https://ibb.co/fNTNWv2

 Today I received the letter dated 29th May which says they cant do this as its on charge certificate stage etc. From my reading of the letter in order for me to get this to an appeal stage, I need to not pay and wait for a order of recovery to be issued and then I can file a witness statement/stat dec on the grounds I did not receive the PCN (as it would have been issued to my old address). https://ibb.co/jkbZ4n5

 Is my understanding correct on this?.

    Yes that is correct - but we mainly deal with private parking scam charges.
