What I can't understand is why somebody has had children and is then only going to pay £1.24 for each child per day, towards their food, clothes etc!
We cannot disagree with your viewpoint as we don't have the facts either. What is being suggested it to enhance your stance by learning how the system works. Then, with informed opinion, get elected, sit on the relevant parliamentary committee and get the law changed. Alternatively if you want to sit in judgment, apply to become a Magistrate - unless you are one of course.

When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
"Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere
