I need some advice with making a wooden deck frame

I bought a metal shed so I need to make making a wooden frame but do I need to add noggins if I'm using decking boards. If I do need to add noggins will my method work like in the picture or will I need to add 2 noggins on each row.

    Adding some noggins does make sense, but your plan is sufficient IMO.
    What sort of floor will this frame hold?

    But you are going to make some? The same boards? Plywood? Chipboard?
    Regardless, IMO your 8 noggins are sufficient for any floor except the thinnest plywood.
