    Almost certainly going to be a power issue if the Pi doesn't do anything, it doesn't take much to upset a Pi if you try to power it from too flaky a source.  I'd take it off the USB power bank and use a mains supply in the first instance.

    5 metres HDMI cable is pushing it for even regular devices let alone a low power one like a Pi, even more so if it's a lower quality one.

    I havent been reading all replies, but from what I can see, you cant tell if it isnt booting, or if you are not getting output?

    Can you SSH into the pi?  I know when I first used Rasbian on an older Pi, I had to edit the config to enable HDMI.

    Edit

    /boot/config.txt

    and make sure you have
    hdmi_force_hotplug=1
    hdmi_drive=2

    That is way over his head.
    He is obviously well out of his depth if he can't
    even get the Pi 4 starter kit that he has bought running, which actually contains a suitable PSU and HDMI cables!

    Trying to run before he can walk,
    using a 5 metre HDMI cable is ridiculous when he could remotely connect over WiFi from a PC etc.
