Am I entitled to a refund?

Hello all, looking for advice really on our holiday dillema. We booked to go to lanzarote all inclusive via plan my tour flying with Jet2 to depart on the 2nd July. We booked the holiday mid February. We haven't heard anything from our tour op, on their Facebook page they had a post saying anyone who booked before March can change their holiday free of charge where they will refund the difference if it is less than what we originally paid for. Jet 2 released a statement saying that they are due to recommence flights from July 1st. Currently the fco advises not to travel unless essential. The UK will be implementing a 14 day quarantine period upon return from any country. The hotel we have booked to go to is currently closed and they don't know when they are going to be re-opening its doors but is making the correct preparations in line with advice from WHO. Spain is currently in phase 3, know one knows when they will welcome UK tourists. Quite frankly I don't want to travel, its not safe, I won't get the holiday I thought I'd get when booking and I can't take 4 weeks off work in total to include a quarantine period. We have travel insurance. *and breathe* so lovely mse folks, does anyone have any idea where I stand with getting a refund, I'm just clueless to all of this.

If the Foreign and Commonwealth Office (FCO) says it's unsafe to travel, tour operators will cancel your trip. You should be offered an alternative holiday or given a full refund.

In the event of the Foreign and Commonwealth Office (FCO) advising UK nationals not to travel to a given area, we expect all of our Members to offer clients who are due to travel imminently to that destination, e.g. within approximately 48 hours, the correct options. Members might be able to offer you an alternative holiday. If they can’t, or if the alternative means a significant change to your original holiday, they must offer you a full refund of all money paid.
So as long as you have a package holiday and FCO advice remains the same, you should get a full refund
Also resuming flights can be different to resuming holidays.

Do you have an ATOL Certificate and if so, is it issued by Jet2 Holidays or Plan my Trip? If the latter I would start to contact them immediately, the Trustpilot reviews are dreadful, the address appears to be a council flat and I suspect the real business is based in India! If you have a real package holiday all booked as a package with jet2 Holidays and not just a flight with them, then breathe as Jet 2 have been dealing with things entirely properly and if FCO advice does not change you will get a full refund0
