Private hire villa

We are due to go away in July. We have confirmation that are flights have been cancelled. First before we had confirmation the private hire villa owner said we could just rebook if we had the confirmation, how he is saying we have to claim off our insurance and still rebook with him and repaid again. This doesn't seem right to us because surely he would be getting paid twice where he must have insurance for this. He is saying this because he is getting scammed. We are even saying we would go out of peak which will be cheaper.

If he has insurance for that or not is not relevant. What do the terms and conditions say. Also with you saying a private hire, is the owner UK based or not?
