Yellow paint

Hello all,
I noticed today in our under stairs cupboard some of the white paint has turned yellow, read a few bits online and some articles say that it may be due to lack of light which adds up, also the bits that are yellow are a grainy, so if you rub it you get some dust on your fingers. This is a new build house, any ideas on this please.

Blame the EU. They reduced the VOCs in paint, thus you reduce solvents, thus you increase drying oils which make white paints yellow.1

A light sanding and new top coat of water based. That doesn't yellow over time.

I think the paint used was already water based, but when looking at the tin of the same paint that we purchased it says low VOC I guess this is causing the yellowing. Some people suggested damp to me, but I’ve had a feel and doesn’t feel overly cold or damp0
