Furlough and zero hours contract

I was told in writing that I was to be furloughed but then didn't hear anything. I work on a zero hours contract and haven't had any work for a couple of months prior to lockdown but still get a monthly payslip and had small amount of holiday pay in March payroll. I have worked for the company for 15 months.

When I asked about furloughing I was told I was not eligible for the scheme based on the rules set out by the U.K. government. 

The main criteria being that individuals needed to be on the payroll return for Feb 2020 (submitted to HMRC March 20th).

Is this right?

    What is required is a RTI submission that includes you was made on or before 19 March 2020. It would seem it was done a day too late.

    Look at claiming Universal credit. Savings of £16,000 and over will exclude you from claiming. A claim for UC will end any tax credits you may already be claiming. Use a benefits calculator to check entitlement. https://www.entitledto.co.uk/
    Council tax reduction can be claimed from your local council.
