TUI partial refunds

We were a group of 9 made up of 3 families travelling to Florida and our travel plans were disrupted. One of the parties on our booking paid through Pay Pal and the balance was paid by credit card. When it became apparent that our refund was going to take time and given that TUI were almost impossible to contact, my dad raised a dispute with Pay Pal which was settled in his favour. TUI have subsequently refunded the rest of the money paid by credit card but have deducted the fees that were passed on to them in relation to the pay pal dispute. Is this legal and what should we do next?
