Plastering over artex paint

If the plasterers are insured and say they will stand by the job and we dont remove it. If down the line it does bolster would that mean he would have to fix it?0

As a plasterer a tyrolean finish (cullamix) wouldn't bother me. The concern would be if it has been painted ? First i would take an SDS to it, if it comes off. Take it of . If it is solid bring the new work out to the same level, mesh the joint, brush with SBR / cement slurry and then go over the whole lot.
The bigger issue I can see in that photo is the exposed rei bar in the sill, it WILL rust and you WILL get stains down the wall and you will never stop it.0 -

Water will have a tendency to run down the front and track back in to the wall - Looks like the guy may have just chucked a concrete lintel in there.... Best thing to do is to hack it out and fit a proper sill with a drip groove before rendering.Not convinced that the white finish is artex - It could be a thinset cement slurry hurled on and then possibly painted over.Her courage will change the world.
