Globehunters saying terms and conditions no longer apply???

We purchased 12 flights to Florida for this May through Globehunters, which were cancelled by the airline due to coronavirus. I contacted Globehunters and was told that they can get our refund back but with an admin charge of £40 per person. This was not stated in the terms and conditions I received when purchasing the tickets from they, I mentioned this to them over email as I am not happy with this fee and they said that 'COVID-19 is an extraordinary and unforeseen situation. So, terms and conditions sent in December cant meet today's situation.' Therefore, they are telling me that I have to pay this admin charge which was never previously stated and therefore basically saying that they can change their terms and conditions due to the pandemic!

Surely this cannot be legal as I agreed to terms and conditions upon purchasing the tickets, what is the point in terms and conditions if they can just change them. 

Any advice would be greatly appreciated! The charges would equal another plane ticket almost to Florida!

100% correct. Any change of T&Cs  have to be agreed by all parties.
If they keep sticking to that policy might be better using a Chargeback if you paid by a card.
