Pay as you use?

Is the a tariff where you pay as you use, basically by using smart meters you pay exactly what you use each month, not a twelfth of what the supplier thinks you will use in a year, so that there is no debit or credit balance at the end of the year?

    Welcome to the forum.
Yes, there is !  Known as Variable Direct Debit.  Available from E.On, EDF, Shell Energy, Robin Hood Energy and others.  When you've performed a wider market search, just ask your preferred suppliers whether they offer it.  Smart meters not needed, just submit your monthly readings.
