Package holiday paid by Paypal

We booked a holiday with Secret Escapes which they cancelled and offered us a credit note. We contacted them to say we were not happy with the credit note and wanted out cash back. They sent us a non-amendable cancellation e-mail and we waited for a refund which never came, We contacted them again and they said that in line with the rest of the industry they were not paying out at the moment. I know you advise theatening to ask for a chargeback on our credit card, but the problem is that we paid through Paypal. What should our next step be?

Raise a claim through paypal, albeit their decision outcomes seem inconsistent. Some people on here have won their cases, others not. You might as well give it a try.0
