Flight refund agreed but now no record

Hi, hopping for some advice please. We had tickets booked direct with Iberia for four flights in April. Two of the flights were cancelled and we phoned Iberia and they agreed to refund. They couldn’t send an email to confirm this, so I phoned them 30 mins later to check with a different call agent and they confirmed the refund instruction was showing on the system. Now two months later and no sign of the £2k refund I’ve phoned to be told there is no record of the refund. So after Iberia cancelled flights we have no refund or the alternative of a voucher. Does anyone know what, if any, recourse we have? Thanks in advance.
