School bus transport

My twin boys have to get school bus to school we paid in full at the beginning of the Yr for the service and obviously in March 24th the children no longer needed the service as they don't need to go back the school have said they will refund half the amount left to us but will keep half to give to the bus company to help them in the covid 19 crisis can they do this as its not the schools money its the parents money?

It might depend on the contract they have with the bus service.Have they really used the words to help the bus service or that the bus service is requesting partial payments?0
