But all is not lost, there are other options.
First, Global Work & travel is a ABTA member, so you can raise a complaint with ABTA against GW&T
I'm not sure how this will go, as normally I get people to claim via their card, but is the best first option.

Second see if your grandson can claim of his travel insurance, most insurers are tell people the holiday company should be refunding, so are not paying out.
Final option is to try recover the money though the small claims court
