Were your bookings with booking.com made on a non refundable basis? If they have paid the hotels up front then they will not have the money to refund you. Sometimes booking.com let you pay your hotel on arrival, in which case you just cancel. If the hotels in question are open for business at the time you are due to stay it does get trickier. Your best bet is that they remain closed and then you can possibly claim on your insurance (depends on the terms and conditions you agreed to). If no joy there you could try for a chargeback on your card citing 'services not received' There is also this section 75 which I think only applies to credit cards?
If the hotels are up and running at the time you are due to go it does throw a different perspective on it as it is, in effect, you cancelling and not them. In that case then vouchers or the offer to rebook at a different time may be deemed as acceptable to your bank? Not been tried and tested yet as hotels are not open at the moment.
Doesn't seem fair I know but nothing else for it but to wait and see.1
