Where do we register our car if purchasing a few weeks before a move?

Hi, 
We are buying a second hand car a few weeks before a planned move from London to Cornwall.
Do we register the car to our current London address and then do the change over once moved or can we put it all in the new address from the get-go? This has implications on car insurance as I've notice a £130 difference between insurance if we use our Cornwall address ( cheaper) than London. 
We will be driving the car in London for the few weeks before we move.
INFO: this is the first car either of us have ever owned, so if there is additional advice (i.e road tax etc) you think we should be aware of with this question, please do say!

There's two separate questions here.

1. What do you tell DVLA? Well, what happens if the purchase in Cornwall falls through? Can you guarantee that post sent there will reach you in London in a timely fashion? Changing address with DVLA is free and quick. Be honest.

2. What do you tell your insurer? Well, what happens if the car's stolen/vandalised/hit while parked overnight in London before the move...? Be honest.
