Plumbing Newbie - Toilet Flush

Toilet isn’t refilling and was going to try have a look myself. I assume this flat head screw turns the water off to the flush (see pics). I’ve turned it clockwise about 9 times and still no resistance to the end. Do I keep going?

    You only turn the screwhead till its showing the slit crossways to the water flow. It should then be off.

    Along the valve for it to be ON (the cistern to fill)

    This is basically what you have except you have a screwhead instead of a handle.

    Also known as a quarter-turn isolation valve as the screwhead only needs a quarter turn to it's horizontal position to isolate the water flow, as it looks you've now done in the second picture.

    Ok so I found the fault, the small cone like thing was blocked so removed it and reattached though my next problem is there is a constant drip on the plastic screw bit, refill working fine.  I found a wee mini plastic bit at bottom but not sure if it is part of it? How do I seal this plastic screw
