Cheaper car insurance quotes with less number of NCD years?

The year before last my car insurance had a 13 year NCD. This year my car insurance is coming up for renewal this is with a different company than last year's policy and I have been awarded 9 years NCD.
I have been getting some quotes this week and for some reason the 9 years NCD is coming up with cheaper quotes than the 13 years NCD. Why would less years of NCD history fetch cheaper quotes?

The usual maximum taken into account by the vast majority of companies is 9 years. Anything over that won't count.
A few particular companies may be prepared to go above that but those that do may be less competitive to begin with.0 -
Not all insurers give the same percentage discount .
So one insurer might have a maximum discount of 60% and another give 75% .
Not everything is equal when comparing quotes just find the best price for a policy that suits you.
Assuming you haven't had an accident in the last year you should write to the company asking them to confirm that you went to them with 13 years NCD and that you haven't had anyone accidents or incidents.
These usually very little extra discount above 9 years but you might as well have it.

I was shocked to find that my car insurance quote was almost half when I made the search on my mobile phone compared to when I searched on my laptop - why is that? I couldn't believe it until I repeated the exact procedure again to get the same results. On my laptop I was quoted around £750 and on my mobile I was quoted around £350. Has anybody else experienced this?0
