Building a small mound for my stackable waterfall

Any tips? I have a small pond with 4 stackable artificial stone waterfalls. I previously stacked these with bricks but they got knocked down and I've woke up to an empty pond a couple times. I'm been advised to build a mound but want a few tips.
I can just use soil but want to make sure it doesn't erode away when it rains. Will it be sensible to cover it with a waterproof liner?
